For businesses and individuals preparing to transport substantial items, here’s a detailed guide to the UAE’s regulations and compliance requirements for heavy-lift shipping.

Specific Regulations for Heavy-Lift Shipping in the UAE

1. Cargo Dimensions and Weight:

- Oversized Cargo: Any shipment exceeding the standard dimensions of a 40-foot container (approximately 12.2 meters in length, 2.6 meters in width, and 4.2 meters in height) is classified as oversized. As of 2024, the maximum permissible weight for oversized cargo has been increased to 65 tons, up from the previous limit of 45 tons.

2. Road Limitations:

- Width and Height Limits: The standard maximum width for road transport is 2.6 meters, with a new height limit of 5 meters. Cargo exceeding these dimensions requires prior approval from the Roads and Transport Authority (RTA) or local entities in other emirates.

3. Chassis and Payload:

- Skeletal Chassis: The combined weight of cargo, container, tractor, and chassis must not exceed 45 tons. For platform chassis, this limit is higher. The cargo weight must not exceed the container’s maximum payload capacity. Transporting two 20-foot containers on a single chassis is allowed if the total weight adheres to the set restrictions.

4. Terminal Operations:

- Gantry Cranes: The maximum lifting capacity of gantry cranes in UAE terminals is 40 metric tons (MT). However, lifting capacities can vary by port, depending on local regulations.

5. Restricted Hours for Heavy Vehicles:

- Rush Hour Restrictions: Heavy vehicles are prohibited from entering roads during rush hours (06:30 a.m. to 09:00 a.m. and 03:00 p.m. to 06:00 p.m.). Violations result in fines and penalties, including AED 500 for overloading and AED 1,000 for entering restricted times.

6. Permits and Approvals:

- Permit Requirements: Obtaining permits for heavy-lift shipping involves approvals from the RTA or local entities. Permits may cover transport, crane use, and other lifting equipment. Applications must include a photograph of the cargo. Fees vary by load size and type: AED 20 per vehicle for large loads and AED 200 for special loads exceeding 60 tons or 4 meters in height, with an additional AED 20 for knowledge and innovation. The approval process typically takes 3 working days.
